About the National Institute of Urban Affairs (NIUA):

Established in 1976, the National Institute of Urban Affairs (NIUA) is a premier institute of Ministry of Housing and Urban Affairs, Government of India, for research and capacity building for urban sector in India. NIUA’s broad objective is to bridge the gap between research and practice on issues related to urbanisation. For more than 45 years now, NIUA has been the vanguard for contributing to and building the urban narrative for a fast-evolving urban India. The Institute has been actively working on bringing forth key areas of concern for urban India in order to build the urban discourse at various urban scales. It has utilised its competencies in research, knowledge management, policy advocacy and capacity building to address urban challenges and continuously striving to develop sustainable, inclusive and productive urban ecosystems in the country.

About the Project:

The National Urban Livelihoods Mission (DAY-NULM), is a flagship programme of the Ministry of Housing and Urban Affairs. It aims to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor. The important strategies followed by DAY-NULM are: building skills to enable access to growing market-based job opportunities offered by emerging urban economies; training and support for the establishment of micro-enterprises (including urban street vendors) by the urban poor – self and group; building capacity of the urban poor, their institutions (such as SHGs and their federations) and the machinery involved in the implementation of livelihoods development and poverty alleviation programmes; ensure availability and access of the urban homeless population to permanent 24-hour shelters; Support to Urban Street Vendors.

Key Responsibilities:

The person selected for the position will assist the Mission Director, DAY-NULM in conceptualizing and operationalizing the respective components of DAY-NULM. The position is a contractual engagement. Renewal of contract will be done based on performance appraisal. The incumbent will directly report to the Mission Director, DAY-NULM. S/he will work closely with and support the teams at the state level responsible for respective component of DAY-NULM. The person will need to travel to the states implementing DAY-NULM. The person should have good command on writing and speaking both English and Hindi languages.

Educational Qualification:

A minimum qualification of Post Graduate degree in Urban Planning/Social Science/Development Studies, or a related discipline.

Experience and Skills:

At least 15 years of experience in program management, policy formulation, design, conduct, planning, and management in the area of urban development/ livelihoods/poverty alleviation/micro enterprise development, particularly, related to projects funded by the Government of India, State Governments, and multilateral agencies.
Excellent communication, interpersonal, and presentation skills, with the ability to thrive in a multicultural environment.
Leadership capability to manage a team of 10-15 personnel and also work independently and under pressure.
Proven track record of:

  • Working with State/ Central government programs of similar nature and size.
  • Implementing livelihoods/ poverty alleviation program/or any other social sector program at scale.
  • Closely working with poor communities.

Competencies:

The candidate should have

Experience in overseeing the planning, implementation, monitoring, and evaluation of large-scale government programs at central/state levels.
Proven ability to effectively handle and build capacities of large teams and diverse stakeholders involved in project implementation.
Experience in policy research and formulation.
Managing program timelines, budgets, and quality standards throughout programme lifecycles.
Provide specialized knowledge on urban planning and governance to create livelihood opportunities for the urban poor.
Experience of monitoring program activities on field including interaction with stakeholders.
Experience in cultivating effective partnerships and collaboration with government officials, urban local bodies, community organizations, NGOs, and other stakeholders.
Experience in liaison and networking with officials of various Ministries, State Governments, International donors, Corporate Sector to identify various collaboration and convergence opportunities.
