Engagement of subject matter experts & urban development professionals

The National Institute of Urban Management (NIUM) invites applications from qualified and experienced Subject Matter Experts and Urban Development Professionals for engagement on a contractual basis for various projects being implemented by NIUM in Telangana.

General Terms of Engagement

• The engagement of all professionals shall be purely contractual and shall not be construed as regular employment with NIUM, the Commissioner & Director of Municipal Administration (C&DMA), Government of Telangana, or any other Government agency.
• Professionals shall perform their duties in accordance with the objectives, guidelines, and operational framework of Swachh Bharat Mission (Urban) 2.0 and the instructions issued by NIUM and C&DMA from time to time.
• The selected professionals shall devote their full professional time to the assignment and shall not undertake any other employment, consultancy, or assignment without prior written approval of NIUM.
• The professionals shall maintain the highest standards of integrity, professionalism, and ethical conduct while discharging their responsibilities.
• The engagement shall be governed by the terms and conditions specified in the contract executed between NIUM and the selected professional.

Reporting and Performance Evaluation

• The professionals shall report to the Executive Director (Programmes) / designated Head at NIUM as notified from time to time.
• Each professional shall submit periodic work plans, progress reports, technical reports, and other deliverables in the prescribed format.
• Performance shall be reviewed periodically based on agreed KPIs, quality of deliverables, timeliness, technical competence, stakeholder coordination, innovation, and overall contribution to programme objectives.
• Continuation or extension of the engagement shall be subject to satisfactory performance, availability of project funds, and programme requirements.
• Professionals shall participate in review meetings, field visits, workshops, and other official assignments as required.

Duration of Engagement

• The initial period of engagement shall be one (1) year from the date of joining.
• The engagement may be extended further based on satisfactory performance, continued requirement of the project, and availability of funds.
• The engagement may be terminated earlier in accordance with the provisions contained in the contract.

Remuneration

• Remuneration shall be commensurate with the qualifications, relevant experience, and responsibilities of the position, in accordance with NIUM and project norms.
• The remuneration shall be inclusive of all applicable taxes and statutory deductions, as per prevailing Government regulations.
• No additional allowances, pension, gratuity, medical reimbursement, or other service benefits shall be admissible unless specifically provided for in the contract.
• Approved travel and other official expenses incurred while performing project-related duties shall be reimbursed in accordance with applicable project rules.

Place of Posting

• The place of posting shall be as indicated for each project.
• Professionals based at Hyderabad shall be required to undertake frequent travel to Urban Local Bodies (ULBs) and other locations within and outside the State, as required for programme implementation, monitoring, training, field assessments, and official meetings.
• The professionals shall be expected to work from the office of NIUM or any other location as decided by the competent authority.

Confidentiality and Code of Conduct

• All information, records, reports, databases, designs, publications, correspondence, and other documents prepared or accessed during the assignment shall remain the property of NIUM.
• Professionals shall maintain strict confidentiality of all official information and shall not disclose, publish, reproduce, or communicate any confidential information without prior written approval of the competent authority.
• Professionals shall comply with all applicable Government rules, office procedures, and ethical standards, and shall conduct themselves with honesty, impartiality, professionalism, and respect in all official interactions.
• Any intellectual property, reports, manuals, databases, software, communication materials, or other outputs developed during the assignment shall vest exclusively with NIUM.

Conflict of Interest

• Professionals shall disclose any actual, potential, or perceived conflict of interest at the time of application and throughout the period of engagement.
• Professionals shall not engage in any activity, assignment, or financial interest that may conflict with the objectives or responsibilities of the assignment.
• Any conflict of interest identified during the engagement shall be promptly disclosed to NIUM, which may take appropriate action, including reassignment or termination of the engagement, if necessary.

Termination of Engagement

• NIUM reserves the right to terminate the engagement at any time by giving 30 days’ written notice, without assigning any reason, in accordance with the terms of the contract.
• The professional may resign by giving 30 days’ prior written notice, subject to acceptance by NIUM and completion of all assigned responsibilities.
• NIUM may terminate the engagement with immediate effect in cases involving misconduct, breach of confidentiality, conflict of interest, fraud, submission of false information, unsatisfactory performance, violation of contractual obligations, or any act prejudicial to the interests of the project or the institution.
• Upon termination or completion of the engagement, the professional shall hand over all records, documents, electronic files, assets, and other materials relating to the assignment to NIUM and shall not retain any copies without prior written approval.
• Termination of the engagement shall not entitle the professional to any claim for regular appointment, compensation, or continuation beyond the terms of the contract.
